"Strategy, procedures and regulations" working group

Security is increasingly integrated into the organisation of railway companies at an early stage, as part of company strategy. This relates to both company policy and partnerships with the national authorities responsible for the security of persons and goods on their territory. Different provisional models have been adopted in the different countries combining internal security, public security and sub-contracting or recourse to specialist private companies.

The development of international traffic and the opening of the European market call for a re-examination of these models in order to identify consistent solutions compatible with the interests of the rail sector.

As an example, the status and powers of security staff employed by railway companies will have to evolve and corresponding preparations must be made for 2010, date of the liberalisation of the passenger transport market. This work will be organised in liaison with the UIC Legal Group.
