UIC is delighted to present the External Costs Dynamic Dashboard, based on the latest valuation factors and scientific research on transport externalities, which draws on the European Commission’s Handbook on the External Costs of Transport (2019 edition, CE Delft et al.) [1] , which provides figures for 2016 across road and rail (passenger and freight) within the EU27. With special support from the Italian State Railways (FS) Research Centre, and together with CE Delft, UIC has developed this dashboard to offer updated insights.
By integrating the 2016 baseline values with the most recent publicly available data from Eurostat, the European Environment Agency (EEA), and European Union Agency for Railways (ERA), the tool presents trends and updated figures through to 2022. Explore seven pages of dynamic graphs and corresponding tables, enabling you to select and visualise the data most relevant to your needs and build your own customised analysis.

Use total costs to show what society paid for road users in 2022: €573 billion for road passenger (versus €10 billion for rail passenger) transport and €198 billion for road freight (compared to €4.4 billion for rail freight) transport. Illustrate your modal shift analysis with avoided costs thanks to rail: using a private car costs society 17 times more than travelling by high-speed train, and almost 23 times more for freight when it is carried by road.
