Dr Ann Mills is the Deputy Director for RSSB’s System Safety and Health Directorate. She leads a mixed disciplined department that is responsible for executing the GB Rail Industry Health and Safety Strategy.
Mills is a safety professional with over twenty-five years’ experience, for the most part within the rail sector. She joined RSSB in 2000 as a Human Factors Specialist, before moving to head the HF department, which increased to 14 professionals during her tenure and gained an international reputation. She spent the early part of her career at Cranfield University as a researcher, conducting aviation safety research for the UK and American aviation authorities and Shell.
Mills’ academic background is in Psychology (BA from Coventry) and Applied Psychology (MSc and PhD from Cranfield).
She has been involved in UIC safety issues for over 20 years, starting as a member of the Human and Organisational Factors Working Group (HOFWG), and most recently acting as Vice-Chair.
Additionally, in June 2021, she became chair of the UIC TreSP network.

The next order of business concerned accepting the application of the Transport Safety Board in Argentina (Junta de Seguridad en el Transporte - JST), UIC affiliate member, as a new member of the UIC Safety Platform.
JST investigates any event that is related to vehicle traffic that causes either death or serious injury to people and serious damage to rolling stock, railway infrastructure and the environment. In addition, it will also intervene in the event of a collision or derailment, as well as fire, spillage in rolling stock or railway infrastructure, provided that this occurs within the Argentine Republic’s territory. Once the investigation and analysis process of the event has been concluded, JST carries out inspections of the implemented operational safety measures.
JST President Dr Julian Obaid took to the floor, thanking the members for letting JST to join the UIC SP. He said that JST would be proud to host the UIC safety events in June 2024, with the two international conferences to host the 3rd edition of TRESPAD (the Trespass Awareness Day) and the 16th edition of the International Level Crossing Awareness Day (ILCAD) on 5-7 June 2024 in Buenos Aires.
